Professor Barnes is a JD/Ph.D. who specializes in the role of courts in American public policy.  He has published numerous books and peer reviewed articles on the ongoing asbestos crisis and injury compensation policy, the political consequences of relying on litigation (versus legislation or regulation) to make public policy and media coverage of the courts.
